What is a Title?

A Transfer Certificate of Title (TCT) is the only document that proves legal ownership of land. It is issued by the Registry of Deeds and registered under the Torrens system.

What is a Tax Declaration?

A Tax Declaration is issued by the local assessor's office for the purpose of computing real property tax. It is NOT proof of ownership — it only records who is paying the property tax.

Key differences

Title = legal ownership proof, registered with Registry of Deeds. Tax Declaration = tax record, registered with the local government. Many Philippine properties — especially in rural areas — only have a tax declaration but no title.

What to do if there's no title

Consider hiring a lawyer to start a titling process via DENR (for public lands) or judicial titling (for private lands). The process can take 1–5 years and costs ₱30,000–₱200,000.
